The U.S. Air Force’s choice this week to assign two pilots to every B-21 Raider is giving Northrop Grumman NYSE:NOC more than a production job. The issue now: whether the Air Force can staff crews as fast as Northrop Grumman can roll out bombers. By the end of 2025, the Air Force had 497 bomber pilots for 141 planes, or about 3.52 pilots per bomber. If the fleet grows to 145 B-21s and 76 B-52s, it’ll need around 779 bomber pilots—a jump of 57% from the pool at the end of 2025.
The calculation isn’t an Air Force requirement, just a yardstick. But it’s in play now as the service and Northrop use $4.5 billion in government money to boost B-21 production capacity by 25%. The Air Force said Thursday it’s starting a transition program for some weapons system officers and combat systems officers. These WSOs and CSOs operate weapons and mission systems instead of flying the plane. Officers picked for the program will go through pilot training, then move to B-21 roles.

This isn’t a hiring outlook. The ratio counts pilots in training, staff roles, and positions not flying, and some B-1 and B-2 pilots may switch to Raider squadrons as those jets phase out. The main squeeze is during the overlap, when old squadrons still need crews as B-21 units come online.
The main reason for having two pilots is straightforward. Long flights can last days, so a second pilot can rest and fill in if one pilot can’t fly. Gen. Stephen Davis, who leads Air Force Global Strike Command, said the B-21 has “enough room for crew members to go on rest status.” TWZ
Crew setups in older aircraft point to likely sources for conversions, but switching to the B-21 isn’t just about reducing staff.

Staffing at Northrop doesn’t impact booked revenue, but it could slow the Air Force’s rollout of a bigger fleet. Aeronautics Systems sales were up 17% to $3.283 billion for the first quarter, lifted by more B-21 work and other classified programs. The unit posted a 9.3% operating margin.
Northrop is putting $2.5 billion of its own money into boosting production. CEO Kathy Warden said speeding up output “opens up the opportunity” for the Air Force to buy more, but the 145-plane plan hasn’t been cleared by the service yet. Air & Space Forces Magazine
B-21 isn’t a full swap for the old bombers. Boeing NYSE:BA, which leads the B-52J upgrade, is already buying parts for the first two B-52H mods. The Air Force wants to keep B-52s flying at least until 2050. Since these fleets will overlap, the service will need more pilots—so the numbers don’t work out as simple one-for-one B-1 and B-2 replacements.
The estimate could go either way. That 145-jet scenario isn’t a firm order, staffing needs may change, and retirements could cut or add to any overlap. For Northrop, the bigger hit is still on fixed-price production, where most of the cost risk falls on the contractor—Northrop booked an expected $1.56 billion loss for the first five low-rate lots in 2023, plus $477 million more in 2025.
U.S. cash equities didn’t trade Saturday. Northrop closed Friday at $539.63, up 1.39%. The S&P 500 rose 0.42% the same session. It’s not clear if investors responded to the crew decision.
Senators may take a procedural vote on the fiscal 2027 defense authorization bill after July 14. Investors are watching for any bomber procurement or workforce items. Northrop’s next event is its July 21 Q2 call, with capacity spending and B-21 margins expected to be in focus.
