Kuwait had 4.29 million internet users—99% of the population—as of early 2024, and 7.89 million mobile connections, according to DataReportal. In July 2024, the Ministry of Communications began shutting down copper services in parts of Kuwait City, urging a switch to fiber. Median fixed broadband speed reached 194 Mbps in January 2025, with mobile speeds at 309 Mbps in February. Zain, Ooredoo, and STC dominate the mobile market.

By 2022, internet penetration reached 98–99%, with 3.7 million households on high-speed fiber. Fiber broadband made up 64% of fixed subscriptions by end-2023. As of early 2024, Starlink is not available in Saudi Arabia due to regulatory issues.
