A federal judge in Texas ruled on August 5 that registration provisions could not stand for untaxed NFA items. Congress had reduced the transfer tax from $200 to zero, effective January 1. The ruling covered suppressors, short-barreled rifles and shotguns, and certain other weapons.

That exposure meets a business already gaining momentum. Ruger’s second-quarter sales rose 19% to $158.1 million. Adjusted earnings reached $0.52 per share, above $0.41 one year earlier. Cash from operations was $17.3 million.

Chief Executive Todd Seyfert said Ruger “continued to outperform the broader market.” He credited better factory execution and improved product availability. New federal rules could test whether that advantage extends into suppressor-linked demand.
Wall Street coverage is thin. Google Finance lists one recent analyst rating. Lake Street’s Mark Smith reiterated Buy after earnings and raised his target to $46. That implied 23.3% upside from Wednesday’s verified print.

Smith & Wesson Brands, Inc. NASDAQ:SWBI offers the closest listed demand comparison. Ruger has a clearer direct link to the disputed categories. Its dedicated suppressors and new SBR models make regulatory changes more visible in product mix.
The coming week has two markers. Investors will watch for any Justice Department appeal or request to pause the ruling. Ruger shareholders of record on August 14 are also due a $0.21 quarterly dividend on August 28.
