NEW YORK, August 21, 2026, 3:11 p.m. EDT
USA Rare Earth, Inc. NASDAQ:USAR rose 13.2% to $19.365 on Friday. By 3:11 p.m., trading volume stood at 17.5 million shares, surpassing the 30-session average by 53%. Despite the rally, the stock remained down 3.2% for the week.
The action came as new data underlined that rare-earth supply concerns are an active policy issue. In July, China exported 29 metric tons of yttrium oxide to the US and delivered 647 tons of rare-earth permanent magnets, Reuters said on Thursday. These were the second-largest monthly shipments for both items since Beijing introduced export restrictions in April 2025.
However, Friday’s market move does not indicate any one clear trigger. The more pressing issue for investors is if USAR’s expanding asset portfolio will justify its present valuation. With 244.7 million shares in circulation and the current share price, the company’s equity is valued at around $4.74 billion.

USAR posted revenue of $5.8 million for the second quarter. As of June 30, cash holdings totaled $1.53 billion. The company recorded an operating loss of $46.3 million for the quarter, with operating cash outflows amounting to $56.9 million.
This results in an uncommon division on the balance sheet. Net cash stands at approximately $6.24 per share, making up 32% of Friday’s stock price. However, the market capitalisation is nearly 360 times the previous year’s revenue of $13.2 million. Investors are valuing the business as if it were much bigger than it currently is.
| Valuation bridge | Value | What it implies |
|---|---|---|
| Equity value | About $4.74 billion | 244.7 million shares multiplied by price |
| Cash | $1.53 billion | Balance as of June 30 |
| Trailing revenue | $13.2 million | Roughly 360 times sales |
| 2026 revenue estimate | $73.5 million | Roughly 64 times projected sales |
| 2027 revenue estimate | $676.0 million | Approximately 7 times expected sales |
| Free cash flow, trailing | -$245.5 million | Expansion is still a cash drain |
The federal capital stack reduces financing risk but does not mitigate execution risk. The Commerce Department has committed up to $277 million in incentives and up to $1.3 billion in senior secured loan capacity. Payments are tied to the achievement of specific milestones.
| Execution checkpoint | Company target | Status |
|---|---|---|
| Stillwater magnets | 600 tonnes per year production rate | Aim for Q4 2026 |
| Round Top feasibility study | Finish in Q4 2026 | Planned publication Q1 2027 |
| Serra Verde Phase 1 | 6,400 tonnes TREO per year | Expected completion by end of 2027 |
| Combined U.S. magnet capacity | 10,000 tonnes per annum | Commissioning at Blacksburg expected 2028 |
| Combined U.S. metals/alloys | 10,000 tonnes per year | Timing in line with government funding schedule |
The $2.8 billion deal for Serra Verde marks the main pivot point. USAR plans to pay $300 million in cash and will create 126.849 million new shares. As stated by the companies, the Brazilian operation stands as the sole scaled producer beyond Asia that can deliver all four magnetic rare earth elements.
Brazil’s surge in mineral exploration is drawing increased attention. According to an Associated Press analysis, U.S.-supported groups are behind 347 applications to explore for rare earths in the country. The analysis shows that at least 25% of these requests either overlap with or lie within 10 kilometres of Indigenous or protected lands.
Company leaders report the platform is progressing to delivery. “We are moving from assembling a world-class set of operations to delivering for our customers,” Chief Executive Barbara Humpton said this month. Humpton intends to step down on October 1. Serra Verde head Thras Moraitis will take over after the deal is completed. Company release
| Analyst | Firm | Rating | Target | Date |
|---|---|---|---|---|
| Suji Desilva | Roth MKM | Buy | $30 | August 20 |
| Subash Chandra | Benchmark | Buy | $45 | August 12 |
| Jeff Grampp | Northland | Buy | $45 | August 11 |
| George Gianarikas | Canaccord | Buy | $32 | August 11 |
| Derek Soderberg | Cantor Fitzgerald | Buy | $40 | August 11 |
The target range is broad. The lowest projection, at $30, suggests a 55% increase. The highest, at $45, points to a 132% gain. Achieving those gains depends on revenue growth materializing soon enough to reduce the current multiple.
Risks: The acquisition of Serra Verde could be postponed or not go ahead. Access to government funding is dependent on meeting certain milestones. Issuing new shares has the potential to dilute current shareholders, and factors such as pending mining permits, environmental issues, and setbacks with commissioning may increase expenses. China continues to have sway over supply and price levels.
Friday’s rally revives momentum, yet does not offer confirmation. The next critical milestones are Serra Verde’s completion, Stillwater’s output pace in the fourth quarter, and feasibility progress at Round Top. These outcomes will determine if USAR emerges as a functioning supplier or remains valued primarily on policy expectations.
