USA Rare Earth, Inc. rose 13.2% to $19.365 on Friday. By 3:11 p.m., trading volume stood at 17.5 million shares, surpassing the 30-session average by 53%. Despite the rally, the stock remained down 3.2% for the week.

The action came as new data underlined that rare-earth supply concerns are an active policy issue. In July, China exported 29 metric tons of yttrium oxide to the US and delivered 647 tons of rare-earth permanent magnets, Reuters said on Thursday. These were the second-largest monthly shipments for both items since Beijing introduced export restrictions in April 2025.

However, Friday’s market move does not indicate any one clear trigger. The more pressing issue for investors is if USAR’s expanding asset portfolio will justify its present valuation. With 244.7 million shares in circulation and the current share price, the company’s equity is valued at around $4.74 billion.

USAR posted revenue of $5.8 million for the second quarter. As of June 30, cash holdings totaled $1.53 billion. The company recorded an operating loss of $46.3 million for the quarter, with operating cash outflows amounting to $56.9 million.

The $2.8 billion deal for Serra Verde marks the main pivot point. USAR plans to pay $300 million in cash and will create 126.849 million new shares. As stated by the companies, the Brazilian operation stands as the sole scaled producer beyond Asia that can deliver all four magnetic rare earth elements.

Brazil’s surge in mineral exploration is drawing increased attention. According to an Associated Press analysis, U.S.-supported groups are behind 347 applications to explore for rare earths in the country. The analysis shows that at least 25% of these requests either overlap with or lie within 10 kilometres of Indigenous or protected lands.

Company leaders report the platform is progressing to delivery. “We are moving from assembling a world-class set of operations to delivering for our customers,” Chief Executive Barbara Humpton said this month.
