NEW YORK, August 19, 2026, 15:57 EDT — Hyperliquid Strategies stock rose 23% after former U.S. President Donald Trump said the company would be offered a path to regulatory compliance in the United States.
Shares of Hyperliquid Strategies Inc. NASDAQ:PURR surged 23.3% to $8.88 in late trading on Wednesday after President Donald Trump indicated that regulators were developing a compliant U.S. framework for Hyperliquid. By 15:30 EDT, trading volume stood at 26.76 million shares.
The stock rose to within 3% of the consensus target from three analysts tracked by Google Finance. That leaves limited space in those stated targets for the potential impact of a U.S. policy breakthrough. The targets might not incorporate Wednesday’s comments yet.
Investors paid a premium beyond the token’s price movement. HYPE climbed 6.1% in 24 hours to reach $69.78, CoinGecko data showed. PURR posted stronger gains, surpassing that increase by 17.2 percentage points.

Trump stated that Commodity Futures Trading Commission Chair Mike Selig was making efforts to introduce the decentralized exchange to the United States in what he described as a “fully compliant legal fashion.” His remarks were about the Hyperliquid platform. This did not constitute an official endorsement of PURR.
The difference is significant. Hyperliquid Strategies owns HYPE and collects staking income. A more defined path in the U.S. could expand token-related operations, whereas PURR offers stock investors a wrapper within regulated markets.
| Policy milestone | Date | What changed |
|---|---|---|
| SEC token proposal | August 18 | SEC proposed exemptions for specific token sales |
| White House crypto meeting | August 19 | Trump pushed for approval of market-structure bill |
| Hyperliquid statement | August 19 | CFTC progress on legal U.S. option highlighted |
| CLARITY Act procedural vote | September 15 | Upcoming congressional hurdle announced |
The SEC proposal introduces an additional pathway, enabling smaller token sales through exemptions and larger yearly offerings with required disclosures. “Clear pathways to raise capital under the federal securities laws,” SEC Chair Paul Atkins said. The plan will be open for public comment for 60 days.
PURR’s balance sheet reflects a pronounced exposure to policy changes. As of April 29, the company disclosed holdings of 20.0 million HYPE tokens and $103 million in cash. It reported no outstanding debt at March 31.
| Treasury and results | Reported amount | Date |
|---|---|---|
| HYPE reserves | 20.0 million tokens | April 29, 2026 |
| Cash on hand | $103 million | April 29, 2026 |
| Overall assets | $809.4 million | March 31, 2026 |
| Shareholders’ equity | $743.5 million | March 31, 2026 |
| Outstanding debt | None | March 31, 2026 |
| Revenue from quarterly staking | $2.6 million | Quarter ended March 31 |
The company posted a net profit of $152.5 million for the quarter, mainly boosted by a $198.4 million unrealized gain from HYPE. However, it recorded a net loss of $165.4 million over the first nine months, highlighting the influence of token revaluations on earnings.
Chief Executive David Schamis described PURR as the “leading public vehicle for capital efficient HYPE exposure.” Trading volume on Wednesday backs up his comment regarding demand from investors. However, it does not resolve valuation concerns.
| Analyst | Firm | Recommendation | Target | Gap to $8.88 |
|---|---|---|---|---|
| Matthew Galinko | Maxim Group | Buy | $11.00 | +23.9% |
| Brett Knoblauch | Cantor Fitzgerald | Buy | $8.00 | -9.9% |
| James McIlree | Chardan Capital | Buy | $8.45 | -4.8% |
| Simple average | Three firms | Buy | $9.15 | +3.0% |
The average price target is currently only 27 cents higher than PURR’s most recent price. Maxim’s $11 price target represents the highest potential upside of the listed estimates. Two of the other targets are set below the current market level.
Risks: Trump’s statement is not a directive from an agency. Lawmakers could postpone the CLARITY Act, and the SEC’s proposal might be amended during review. HYPE’s volatility poses a risk to PURR’s recent advances. Shares issued through the company’s funding facility may also lead to dilution for current holders.
The next step is for regulators to announce specific terms. Until that happens, PURR serves both as a HYPE treasury and as a bet on U.S. market entry. The 17-point performance gap seen on Wednesday demonstrates the high price of this second bet.
