Intel’s 107,000-sq-ft Santa Clara buildout: what city documents show

Intel is seeking Santa Clara approval to build two new structures totaling 107,171 square feet at its Bowers campus, according to city project documents.

The proposal lands as Intel leans into manufacturing investment and a broader turnaround under Chief Executive Lip-Bu Tan, while competing for advanced production against rivals such as Taiwan Semiconductor Manufacturing Co and Samsung Electronics.

It also underscores the infrastructure demands of chipmaking in Silicon Valley, where large industrial projects can hinge on power and cooling capacity. The plans include a dedicated central utility building to support the manufacturing equipment. 1

A City of Santa Clara projects listing describes a new manufacturing building, BW2, with an attached Central Utility Building, CUB2. The city listing says the buildings would be three stories with a combined area of 107,171 square feet.

The project is listed as “Pending Review,” which the city defines as submitted and under review but not yet granted planning entitlements.

A community-meeting presentation posted by the city says the project would reach up to 101 feet (30.8 m) and would be built on roughly 2.4 acres at the southwest corner of Intel’s Bowers campus, which the deck puts at about 25.9 acres overall. 1

BW2 would add manufacturing fabrication space — a “fab,” meaning a facility that makes chips — along with areas for tools, storage, and electrical and power facilities, the presentation says. 1

The utility building would house equipment such as chillers and cooling towers, which help provide heating and cooling support for manufacturing tools, the presentation says. 1

Intel has been at the Bowers campus since 1970 and described it as a “mission critical” manufacturing site in the presentation. The site includes mask operations, which produces photomasks — templates used to pattern circuits onto silicon wafers. 1

The presentation says the project team expects a city hearing in early 2026 and building permits to follow, with construction anticipated from mid-2026 to mid-2027. 1

Santa Clara’s architectural review process is used to evaluate building design and exterior changes against the city’s adopted standards, according to the city’s planning guidance.

Intel held a hybrid community meeting about the proposal on Dec. 18 at Santa Clara City Hall, a city event listing shows, with a presentation posted on the city’s project page. 2

In a year-end message on X, Tan called 2025 a “defining year” for Intel as the company pushes what he described as a cultural reset and tighter execution.
