The shutdown matters for investors and companies that typically rebalance portfolios and place orders around the turn of the year, only to see executions pushed to the next session.

SIFMA, a U.S. markets trade group that publishes widely followed holiday recommendations for fixed-income trading, listed an early close of 2 p.m. ET on Dec. 31 and a full closure on Jan. 1.
