Aberdeen, South Dakota’s city council meets Monday, Jan. 5, to decide whether to form a consolidated board of equalization with Brown County and the Aberdeen School District 6-1. The agenda also includes a $205,143 purchase of a Caterpillar excavator and a $35,949.78 pay request on the 10th Avenue SE bridge replacement.

The consolidated board would serve as a joint panel where residents can contest property valuations used to calculate city, county and school taxes. The plan comes ahead of the annual April equalization session, when assessment appeals are heard.

The council is also set to make early-year decisions on capital spending, including equipment for the water utility and a progress payment on a bridge project. A separate zoning meeting later in the week will revisit special exceptions for open storage and vehicle sales in the city’s Highway Commercial District.

The council meets at 5:30 p.m. in the city council chambers at the Municipal Building, 123 S. Lincoln St. The city posted the agenda packet on its online agenda center.

The draft resolution would create a five-member board made up of three county commissioners, one city council member and one school board member. The city council would name a member and an alternate to serve from April through May 2026, and the board would remain in session until all filed appeals are decided, the agenda memo said.

The bridge item is pay request No. 11 for Prahm Construction Inc. of Slayton, Minnesota, for sidewalk work and pedestrian railings. The memo said the request includes $49,500 in liquidated damages — a pre-set penalty for delays — and that a South Dakota Department of Transportation Bridge Improvement Grant covers 80% of eligible construction costs.

The council is asked to approve buying a 2026 Caterpillar excavator from Butler Machinery of Aberdeen for $205,143.36. The Utility Water Department would use the machine and may replace a 710 backhoe, with the purchase made through Sourcewell, a cooperative purchasing contract used by governments.

The council’s consent calendar — a list of routine items usually approved in one vote — includes scheduling bid openings for hay grass land leases and a water treatment plant roof project. It also sets hearing dates for one-day alcohol licenses tied to February and April events and lists business and individual license renewals.

The Brown County Commission meets at 8:45 a.m. Tuesday, Jan. 6, for its annual reorganization meeting, which includes elections for a 2026 chair and vice-chair. Commissioners are also set to approve a veteran service officer salary reimbursement agreement and a local emergency management performance grant for the first quarter, the agenda showed.

The county agenda includes adopting resolutions on bank depositories and vote centers — shared polling locations where voters can cast ballots — for 2026 elections. It also calls for setting a slate of county fees and rental rates and signing a 2026 jail housing contract with Edmunds County.

Aberdeen’s Board of Zoning Adjustment meets at 8 a.m. Thursday, Jan. 8, to weigh a request by Padgett Auto Sales and Old Hickory to expand open storage and sales of storage sheds at 805 Sixth Ave. S.W. The board will also consider revoking a special exception granted in July 2023 for Loren Feist, doing business as Advance Automotive, at 720 Sixth Ave. S.W., the agenda showed.

A special exception is a zoning approval that allows a use not otherwise permitted in a district, often with conditions. Revoking one can withdraw that approval and require a property to comply with standard zoning rules.
