The filing details exclusivity for the “General Launch” phase, restricting the use of other crypto exchanges as market makers or trading platforms for the program. It also notes the termination of a prior memorandum of understanding from October 2025. 2

USBC announced the partnership targets the development and commercialization of “regulated, tokenized bank deposits” tailored for digital-dollar applications in both institutional and retail sectors. “Our agreement with Uphold and Vast Bank more clearly defines our vision for bank-regulated digital dollars,” said CEO Greg Kidd in a statement. 3
