The TSA’s $12.9 billion Gold+ contract received a clear start this week, with three airports expected to be added in the coming year. However, the headline number for investors should be viewed with caution, as the amount represents a collective cap.
Each awarded contract ensures a minimum payment of $5,000. Contracts can last up to 10 years. Initial revenue will be driven by specific airport task orders rather than the full contract amount.
This positions technology integration as the more straightforward listed approach. Gold+ packages include screeners, checkpoint systems, maintenance and cybersecurity. It goes beyond basic payroll outsourcing.
Leidos Holdings NYSE:LDOS stands out for having the most significant disclosed adjacency. The company secured a $470.7 million contract with the TSA to supply checkpoint equipment in 2021. Leidos is also responsible for maintaining screening devices at federalized airports across the United States.

If distributed equally, Gold+ represents a yearly limit of $1.29 billion, which is 2.7 times the total value of Leidos’ initial award. This highlights a favorable comparison for suppliers of equipment. The Gold+ contract also encompasses expenses for labor, cybersecurity assistance and transition.
OSI Systems NASDAQ:OSIS is the key listed equipment peer. The company’s Rapiscan division provides checkpoint, baggage and trace-detection equipment. There has been no disclosure of a Gold+ bidder or winner.
Leidos finished Wednesday at $107.26, slipping 1.0% across five sessions. OSI settled at $209.79, a decrease of 3.5%. The price changes do not create a Gold+ link.
The rollout is now underway. Private contractors are set to operate screening processes and handle checkpoint systems. TSA will continue to provide federal supervision and uphold security regulations.

Tampa states Gold+ is set to minimize shutdown disruption and broaden the range of technology options. The switch is anticipated in May 2027.
The next key event occurs on July 31 at 1 p.m. EDT, marking the deadline for Phase 1 bids. The value of initial task orders, rather than the contract ceiling, will determine the size of the revenue opportunity.
Material risks persist. Contractors bear responsibility for staffing and maintenance overruns under fixed-price agreements. Airports may be slow to opt in, and labor conflicts could hamper transitions. Each winner is guaranteed a minimum contractual amount of $5,000.
