A broken rail in an East River tunnel halted most Long Island Rail Road service to Penn Station during Tuesday’s rush hour, forcing thousands of riders to divert to Grand Central, Atlantic Terminal, or Long Island City. Amtrak crews completed repairs later in the morning, but delays and cancellations persisted as train schedules recovered. LIRR tickets were cross-honored on subways to ease the disruption.
