Oregon utility watchdogs say Portland General Electric’s proposed “Peak Growth Modifier” could shift long-term grid upgrade costs from data centers to households, despite the state’s new POWER Act. The Citizens Utility Board accuses PGE of sidestepping the law’s intent by letting data centers pay more initially, then passing costs to residential customers over decades. Regulators have not yet ruled.
