Chevron Corporation NYSE:CVX rose 0.58% on Wednesday following the announcement of an expanded plan for Venezuela. The company’s joint ventures are set to invest over $7 billion across five years. Output is expected to more than double, reaching approximately 600,000 barrels per day Chevron announcement.

The target raises output by about 320,000 barrels from the present 280,000 level. This boost amounts to 7.9% of Chevron’s global production in the second quarter. The change is significant, yet remote.

The main economics remain solid, with Chevron setting total costs under $20 per barrel. However, the limited rise in shares shows investors maintain doubts about political stability.

Chevron did not specify an annual spending timeline. The company also did not assign the full $7 billion exclusively to Chevron. These omissions make it difficult to provide an accurate project-level return assessment.

Chief Executive Mike Wirth pointed to “confidence in the country’s deep resource potential.” He stated that better terms are expected to encourage competitive investment. However, the market continues to seek evidence that these terms will last.

Chevron joins the project backed by robust cash reserves. Adjusted free cash flow for the second quarter totaled $15.4 billion. The full five-year joint venture plan amounts to 45% of that single quarter’s value.

Risks: Sanctions, fiscal policy shifts, partner financing, and contract enforcement issues could slow the ramp-up. Heavy crude is priced under Brent. Declining oil prices would reduce returns.

The upcoming scheduled investor event takes place on September 8. Chief Financial Officer Eimear Bonner is set to deliver remarks at the Barclays Energy-Power Conference at 12:40 EDT Chevron investor calendar. Investors aim to gather information regarding spending, ownership, and cash flow.
